Engineering construction standards (hereinafter referred to as "standards") are an important system and basis that must be followed in engineering construction activities, and an important technical basis for the modern national governance system. it involves more than 30 fields, such as construction, transportation, water conservancy, electric power, information, agriculture, medicine and health, and so on. However, under the new situation, the current standards gradually show problems such as insufficient rigid constraints, unreasonable system, low index level and low degree of internationalization. In order to deepen the reform of the standard system, take into account the government and the market, the central and local, domestic and international needs, and better play the role of standard support and guarantee, this plan is formulated.

 

General 1. requirements

We will vigorously develop standards for groups and enterprises, and the recommended standards formulated by the government will gradually be undertaken by the society. Innovative technical measures that meet the performance requirements of laws, regulations and engineering specifications can be promoted and applied through compliance determination, and gradually incorporated into the corresponding engineering specifications and standards.

 

Technical performance regulations should fully cover all kinds of engineering projects and construction links, so that there are standards to follow. The level of technical indicators should be comprehensively upgraded to the international leading and advanced level, so as to promote the overall steady improvement of China's engineering construction level. The way of technical expression should fully adapt to the needs of internationalization, and improve the consistency with international standards in terms of content elements and index composition.

Government standards should be strictly limited to the scope of government responsibilities and public welfare categories, mainly standards that are urgently needed by the country and lacking in the market. We should optimize the "stock" government standards and merge or transfer them into group standards. We should strictly control the "incremental" government standards, improve the project evaluation mechanism, control the entrance, and in principle no longer add new national standards.

 

(X) actively nurture development groups and corporate standards. There is no administrative license for the qualification of the main body of group and enterprise standard-setting. Release group and enterprise standards without administrative filing. As agreed in the contract, group and enterprise standards can be used as the basis for design, construction and acceptance.
