A few days ago, the Ministry of Transport issued the "Several Opinions on Further Strengthening the Quality and Safety Supervision of Tunnel Projects" (referred to as the "Opinions"), requiring the strengthening of tunnel engineering technology, management and regulatory safeguards, improving the level of project quality and safety management, and achieving tunnel construction "Intrinsically safe". In view of the current situation of large number of tunnel projects and difficulty in quality and safety management in China, the opinions pointed out that all construction units should promote the standardization and information-based construction of tunnel projects, strengthen the advanced prediction and monitoring of tunnel construction, adopt large-scale and specialized tunnel construction equipment, and strengthen the quality and safety control of the main construction processes of tunnel projects. Strengthen the construction of information system, configure the video system, and implement visual monitoring and management of concealed engineering construction. Long tunnel should be equipped with electronic access control, toxic and harmful gas continuous monitoring information management system. According to the opinions, the construction unit should reward the good and punish the bad, mobilize the initiative of the participating units; the survey and design unit should strengthen the dynamic design and service quality; the supervision unit should strengthen the quality inspection and acceptance of key processes; the construction unit should implement the main responsibility of project quality and safety, implement the on-site shift system of the main person in charge of the quality and safety of key processes and key links of tunnel construction, and implement the supervision system of listing of major accidents. The "Opinions" require that the transportation authorities at all levels should take the implementation of the quality responsibility system and the implementation of the responsibility registration of the project as an important part of the supervision and assessment of the construction unit to ensure that the project quality responsibility is implemented to the people.
