Fang Li introduced that the action plan is the most comprehensive, systematic and powerful air pollution prevention and control measures formulated by Beijing since the launch of large-scale air pollution prevention and control in 1988, with PM2.5 as the target pollutant for prevention and control. Different from the past, the action plan clarifies the mechanisms of organizational leadership, task decomposition, assessment and accountability, and actively guides the mobilization of public input. Fang Li revealed that in order to complete the 84 quantitative tasks specified in the action plan, Beijing will mobilize the power of the whole society.
