On September 30, 2013, the Hangzhou Construction Engineering Quality and Safety Supervision Station issued the "2013 Hangzhou Construction Engineering Waterproof Material Special Inspection Bulletin" (Hangzhou Construction Supervision General [2013] No. 62), which disclosed August 2013 From September to September, Hangzhou Construction Engineering Quality and Safety Supervision Station conducted special spot checks on waterproof materials used in construction projects in the city. According to the circular, a total of 23 construction sites were inspected in this special spot check, basically covering different types of construction projects, such as public construction and residential buildings, with a focus on indemnificatory housing projects. The inspection contents include: 1. The implementation of relevant standards and specifications for waterproof materials on the construction site; 2. Re-inspection of waterproof materials on site; 3. Carry out random tests on the performance indexes of waterproof materials used on the construction site, focusing on the thickness, tensile properties, low temperature flexibility, heat resistance, impermeability and other indexes of waterproof coiled materials, the tensile strength, elongation at break, water impermeability, solid content, drying time and other indicators of waterproof coating. The inspection team inspected the use and construction quality of waterproof materials at 23 construction sites. Judging from the inspection results, the inspected projects all carried out self-examination and self-correction according to the requirements of the terminal station, and there were written self-examination and report materials. Most of the project responsibility subjects can basically carry out construction according to the national laws and regulations and design documents, and carry out re-examination of waterproof coiled materials and waterproof coatings entering the site according to regulations, basically achieve timely inspection, to better implement the relevant construction specifications; The inspection team also checked the physical construction quality of waterproof materials. The site can basically carry out construction according to the approved waterproof special plan. No major problems have been found in the waterproof quality of roofs, eaves gutters, basement exterior walls and pipelines. However, some problems were also found in the inspection, mainly including: 1. The design change procedures for waterproof materials in the project were not complete, and the changed materials were not approved by the design unit in time; 2. A small number of waterproof materials on construction sites are not timely for inspection, and there is a phenomenon that they are used first without a retest report. 3, individual site inspection materials are inconsistent with the actual use of materials. The inspection team conducted a material sampling test on the site where waterproof construction was being carried out. A total of 15 batches of waterproof coiled materials were tested, with 10 qualified and 5 unqualified test results. The test results of waterproof coating batches were 10 batches qualified and 1 batch unqualified. The unqualified items mainly focus on the tensile performance, low temperature flexibility and peel strength of waterproof materials. See the attached table for specific unqualified indicators. The sampling results show that the quality of waterproof materials needs to be improved; in view of the problems reflected in this flight inspection, Hangzhou Construction Engineering quality and Safety Supervision Station requires: 1) for the problems found in the inspection, all parties responsible for the construction site should conscientiously implement the rectification measures. 2) The responsible subjects of all parties draw inferences from one instance to another, strictly control the entry and acceptance of engineering materials, and strictly prohibit unqualified materials from entering the project for use; The Central Station will conduct random tests on the quality of waterproof materials from time to time according to the inspection results, and carry out quality early warning on unqualified products in the project.
