A few days ago, the Environmental Protection Department of Henan Province issued a notice and decided to carry out special law enforcement inspection activities on air pollution in the province. Among them, it is proposed to focus on the inspection of coal-fired power plants, iron and steel, non-ferrous metal smelting, chemical industry, coking, cement, building materials and other industrial enterprises with serious exhaust gas pollution, such as pollution prevention and control facilities operation and pollutant discharge standards.

According to the requirements, the province's air pollution special law enforcement inspection activities are carried out in a combination of enterprise self-examination (October 15 to October 30), city (county) environmental protection department investigation (October 30 to November 15) and provincial supervision (November 16 to November 25).

The province began to strictly investigate the pollution sources of the air environment, requiring the construction site to set up fencing and sprinkling water, and the coal-fired boilers (within the scope of natural gas and central heating network) of 10 tons or less in the built-up areas of the provincial cities should be dismantled within a time limit.

The province should focus on the operation and management of waste gas pollution prevention and control facilities and the discharge of waste gas pollutants. For units that have not implemented dust prevention measures during the construction period of the construction project and the slag and soil material storage yard, dust prevention measures shall be implemented within a time limit; for key pollution sources and production projects that cannot operate normally due to defects in pollution prevention and control facilities, stop production for rectification, and improve pollution prevention and control facilities within a time limit; for exhaust pollutants that exceed the standard, take measures to achieve discharge within a time limit and fully recover sewage charges; if coal-fired boilers of 10 tons of steam or less within the scope of natural gas and central heating pipe networks in the built-up areas of provincial cities have not been eliminated or converted to clean energy, they shall be dismantled within a time limit.

The notice requires that environmental problems identified in the investigation shall be ordered to be corrected in a timely manner; environmental violations with clear penalties shall be filed and investigated in accordance with the law; if they need to be reported to the higher-level environmental protection department and the local government, they must be reported in a timely manner; they need to be reported to the judicial, safety supervision, and quality supervision If the functional departments are notified and handed over, they must be moved quickly; if the rectification is not in place, they must be focused on.

In addition, the environmental protection department of Henan Province proposed that the relevant departments of pollution prevention, regulations, monitoring, total amount and environmental supervision should strengthen linkage and form a joint force to ensure that this activity does not engage in formality or go through the motions.
