Specifically, the Lushun side landing point is located in the northwest corner of Laotieshan. The landing point is connected with the Lushun West Station of Yantai Ferry in terms of freight line. After the passenger line goes out of the undersea tunnel, it leads into the new Dalian Station of Shenyang-Dalian Passenger Dedicated Line. The landing point on the side of Penglai is located in the southeast corner of Donggang District. The freight line is connected with the Delong-Yan Railway under construction, and the passenger line is led into the Qingrong Intercity Railway through the undersea tunnel. According to the current design scheme, the total length of the Bohai Bay tunnel will reach 122 kilometers. The investment calculation of Bohai Channel is estimated according to the current relevant measures. The investment is about 200 billion yuan. The loan amount is temporarily calculated at 50% of the estimated total investment, and the loan interest rate is 6.8. Wang Mengshu, the person in charge of the research project, said that the above-mentioned total investment is estimated according to the currently designed construction plan. In the future, adjustments to the design and construction plan will not be ruled out, and the investment amount will also change. In addition, as the start time and construction period of the Bohai Channel have not yet been finalized, if the labor and material costs rise in the future, the final project cost may be higher than the initial calculation. For this huge total amount of investment, the plan believes that it is neither realistic nor economical to rely solely on government investment. Therefore, it will raise funds through multiple channels and multiple methods. The general idea of financing is: central and local investment guidance, various investment institutions, Diversified investment entities operated by domestic and foreign enterprise legal persons should focus on central fiscal funds and domestic loans, expand to fiscal revenue, enterprise input, market financing, the use of foreign capital and other multi-channel financing combination. According to the plan, the actual financing model may use the BOT or PPP model currently commonly used internationally. The whole tunnel method will be adopted in the engineering form of Bohai Passage. The scheme believes that although the bridge scheme is the most economical, considering that it has a great impact on the marine and island environment, Penglai Pavilion and mirage landscape, and the bridge's ability to withstand natural disasters such as earthquakes is not as good as that of the tunnel, it is decided to adopt the whole tunnel scheme. The proposal suggests that the islands along the way can be used to set up construction shafts and operation ventilation shafts to avoid the increase in cost and construction difficulty caused by setting up artificial islands at sea. In terms of transportation mode, Bohai Tunnel will meet the requirements of railway transportation and highway transportation at the same time. Because of ventilation problems, highway tunnels are not as long as railway tunnels, and highway tunnels must expand their cross-sections, increase ventilation equipment, and build a number of artificial islands in the middle of the strait as ventilation shafts, which increases the difficulty and cost of construction, and the accident rate is much higher than that of railway tunnels when cars travel for a long time in tunnels. Therefore, the plan suggests that the Bohai Passage should be in the form of a railway tunnel. The railway tunnel can run high-speed trains and shuttle trains at the same time, and cars can take shuttle trains to pass through the tunnel. Wang Mengshu said that the Bohai Bay tunnel project is still in the research stage of the Chinese Academy of Engineering, and the final research team will submit a consultation report and opinions to the relevant departments before deciding whether to build it.
